Teen Who Shot and Killed Her Mother's Boyfriend Will Not Be Charged

A 15-year-old girl will not face charges for shooting and killing her mother's boyfriend last week. Police in North Caroline have ruled that the teen acted in self-defense. The boyfriend, a convicted felon, was abusive and was in the process of strangling her mother when she shot him.

Chandra Nierman, a 44-year-old mother of three, had recently moved from Indiana with her children to the small town just 65 miles from Charlotte. She began dating 46-year-old Steven Kelley, who moved in with the family into a home they were in the process of buying.

Kelley was a convict with two domestic violence protection orders against him from two different women. Things quickly went bad as Kelley made his violent nature known to the family.

Kelley began to assault and threatened Nierman on multiple occasions. On August 4, just days before his death, Kelley abused his girlfriend and threatened to kill her.

He fired multiple rounds from a firearm he was keeping inside of her house. No one was shot or seriously harmed in that incident, though it did leave the mother and children traumatized.

On August 8, things came to a head. Kelley flew into one of his violent rages and began abusing Nierman and her children. He eventually grabbed the mother by the neck and was in the process of strangling her. The children tried to stop him but were unable to subdue the grown man, and they looked on helplessly in horror.

Nierman's 12-year-old son then ran to retrieve a firearm and brought it back into the room where his mother was being strangled. The 15-year-old daughter took it from her brother. She then fired the gun at Kelley, striking him in the chest twice.

Police got the call shortly after midnight when the frantic family called 911 for help after the shooting. “During the assault, the deceased male was yelling that he was going to cut Nierman’s throat and kill everyone in the house,” they report.

Police arrived and investigated the incident. Kelley was found to be dead on arrival, the gunshot wounds to his chest causing his death, but the mother and children had survived the attack without any critical injuries.

The most serious injury to a family member was sustained by Nierman's 16-year-old daughter. The teen was standing by at the time the abusive boyfriend was assaulting her mother when her sister fired the gun. S

he was grazed in the leg by some shrapnel. The 16-year-old girl was brought to Spartanburg Regional Hospital, and after treatment was released the next day.

The mother and children were all bruised in the brawl, with the mother suffering from what police called ‘significant bruises’.

Rutherford County Sheriff's Office searched the house and found that Kelley had multiple guns stashed around, as well as guns on his person. Police determined that the shooting was justified and will not be pressing charges against any members of the family.

“Based on the facts and the evidence, it is the conclusion of the District Attorney’s Office that the shooting was justified and no charges will be filed,” deputies said.

The children's names are being protected because they are minors.
