Disabled Man Is Embattled In Terror Investigation Over Dog's Name

Bruce Francis is a disabled man with muscular dystrophy who owns a service dog named Dash. In addition, Francis, 55, works as a salesman and lives in San Francisco. In March, Francis found himself in the middle of a terror probe after trying to make an online payment from his Chase account to his dog walker for $374. He has been making this payment for two years.

In the notes he wrote, "Dash." Well, 10 days later, the walker complained that he had not received the money.

Francis decided to investigate--that is when he found out the payment was flagged by the U.S. Treasury Department. They placed a note on the transaction asking him to "explain what Dash means."

Francis had to call the Office of Foreign Assets Control (OFAC). He was then told the payment was blocked because the word Dash is similar to Daesh--the Arabic acronym for the terrorist group ISIS. Officials thought that Francis was trying to send money to the terror group.

He told the New York Daily News, "The idea that my dog is a terrorist is pretty funny. Seriously, the only thing Dash could terrorize is a roast chicken." Francis went on to state that after he explained the mix-up, the funds were released. Although, he may not use his dog's name on banking forms again.

A spokesman for Chase said, "If a name on the OFAC list appears on a payment, we are required to review it. This is an important part of ensuring that crime does not filter through the U.S. banking system. In this instance, the payment was flagged, reviewed and eventually released."
